The following information comprises the agenda for the regular meeting of the Banning City Council, a joint meeting of the City Council and Banning Utility Authority, and the Banning City Council sitting in its capacity as the Banning Successor Agency Board.

Per the City of Banning Manual of Procedural Guidelines, matters taken up by the Council before 10 p.m. may be concluded, but no new matters shall be taken up except upon a majority vote of the council members present and voting. Such an extension shall only be valid for one hour and each hour thereafter shall require a renewed action for the meeting to continue.

Recommendation:

Appoint up to two (2) applicants to Positions 1 and 2, with terms expiring in January 2027; Appoint up to three (3) applicants to Positions 3 through 5, with terms expiring on January 2029.

Recommendation:

Appoint Sara McDermott to the Banning Youth Council.

Consideration of Resolution 2025-32, Approving a Purchase Order with A-Z Bus Sales in the Amount of $44,242.61, which includes a 5% contingency, for the Wheelchair Lift Replacement on Transit Bus 243

Consideration of Resolution 2025-33, Approving the Agreement with Riverside County Children and Families Commission Allowing the City of Banning to Provide Swim Lessons Scholarships to Eligible Children Under the Age of Five

Discuss Fiscal Year 2026 Community Project Funding request and provide staff direction on which project to submit for potential funding.

Presentation by Michael Busch of Urban Futures Inc regarding City and Utility finances and steps needed to stabilize general fund and Electric Utility fund

 
Recommendation:

1) Direct staff to come back within 30 days with a timeline of actions necessary to stabilize the City’s Electric Utility; and

2) Authorize the City Manager to negotiate with Urban Futures Inc on the development of a 10-Year General Fund Budget Forecast Model to include budget stabilization recommendations and options for City Council consideration.
